Pavenet was appointed by M Group, on behalf of Hampshire County Council, to deliver a series of essential highway improvement works along Winchester Road in Romsey. The scheme was designed to enhance pedestrian safety, improve traffic flow, and upgrade ageing infrastructure within the vicinity of the Halterworth Lane junction.
The scheme involved a range of civil engineering works designed to improve accessibility and safety for both motorists and pedestrians in the vicinity of the Halterworth Lane junction.
Key elements of the project included:
Footway Widening:
The existing footway along the westbound carriageway of Winchester Road was widened to provide additional space for pedestrians. This improvement ensures safer walking routes, particularly for schoolchildren and residents, and brings the footway in line with current accessibility standards.
Junction Realignment:
The Halterworth Lane junction was redesigned to improve visibility and manoeuvrability. The bell mouth was widened, with kerb lines adjusted — the eastern kerb extended into the carriageway and the western kerb set back — to enable smoother turning movements for vehicles entering and exiting Halterworth Lane.
Crossing Upgrade:
The previous uncontrolled pedestrian crossing across Halterworth Lane was removed and replaced as part of the realignment works. The new design provides improved sightlines, safer crossing points, and a clearer pedestrian route across the junction area.
Carriageway Widening and Resurfacing:
The westbound carriageway of Winchester Road was widened and fully resurfaced to improve ride quality, durability, and drainage performance. High-quality asphalt surfacing materials were used to extend pavement life and reduce future maintenance needs.
Drainage Enhancements:
Existing surface water drainage systems were upgraded to prevent standing water and flooding during heavy rainfall. The improved drainage infrastructure helps protect the new carriageway surface and enhances the long-term resilience of the network.
Road Marking Alterations:
Following the junction realignment, all road markings were updated to reflect the new layout. This included stop lines, give-way markings, and directional arrows to support safe and efficient vehicle movements.
Culvert Extension and Footway Connection:
The culvert on the north side of Winchester Road was extended to support the widened footway, improving structural integrity and drainage. This work also created a safer and more accessible pedestrian link between Winchester Road and Silverwood Rise, enhancing connectivity within the local community.
Working in a live traffic environment, Pavenet implemented a carefully coordinated traffic management plan to maintain vehicle flow and ensure public safety throughout the works.
Close collaboration with M Group and Hampshire County Council ensured that all activities were completed on time, within budget, and to a high standard of quality and safety.
